Manny Pacquiao, Governor?

The last time I checked, Manny "Pacman" Pacquiao, currently, is a member of the Philippine House of Representatives (Congressman of the 15th Congress), representing the lone district of Sarangani Province, and not as Governor as erroneously wrote by Donald McRae in his article published by the Guardian .
For the information of McRae et Guardian, the House of Representatives is to the Republic of the Philippines, as the House of Commons is to the United Kingdom.

Here's the excerpt of McRae's article:
There is another king of the ring right now. Manny Pacquiao is a real-life governor in the Philippines as well as the only fighter who cuts as riveting a figure as Mayweather.
I am amazed that a respected news organization like the Guardian, would let its guards down, by not doing the basic--fact-checking prior to publishing a story.

I think McRae thought the Philippines is so undeveloped that its Congress could not afford even to develop a basic website where story-tellers like him could verify their facts, well, here's the link and verify Philippine Congress members.
